Quinault Tribal Healing to Wellness Courts
Program Overview
At present, the Quinault Tribal Court takes immense pride in its three operational Tribal Healing to Wellness Courts. Through a fruitful collaboration between Chief Judge Colegrove, the dedicated Quinault Tribal Court staff, and the esteemed Judicial Project Advisory Team (JPAT), meticulous planning and policy approval were carried out to establish these essential programs. The primary objective of the Quinault Wellness Court is to foster partnerships among service providers and community resources, enabling them to address the behavioral health needs of court-involved individuals, including substance-using families, adults, and juveniles. By implementing coordinated, court-supervised therapeutic programs, the court aims to support tribal members in their journey towards overcoming drug and alcohol addiction, ultimately creating a safer and healthier community.
Adult Wellness Court

The Quinault Wellness Court is dedicated to providing intensive judicial intervention and supervision for nonviolent offenders who appear before the tribal court. The program encompasses a range of activities and strategies, including:
- Conducting intake assessments to gather comprehensive information about the participant's situation.
- Incorporating the information obtained during the intake and assessment process into case decisions.
- Facilitating coordination among the court, treatment community, educational institutions, and other community agencies to address the participant's needs, as well as those of their family and the court.
- Ensuring active and ongoing judicial supervision of the participant's progress in various program components.
- Utilizing incentives to acknowledge and reinforce positive progress in treatment, and implementing sanctions for noncompliance.
- Emphasizing the overall functioning of the participant throughout the Wellness Court program, promoting positive decision-making as an integral part of a healthy lifestyle.
- Working towards reducing recidivism by developing individualized treatment plans and closely monitoring the participant's progress while in the program.
- Engaging family support systems to encourage personal accountability and responsibility.
By implementing these strategies, the Quinault Wellness Court aims to support participants in their journey towards recovery, rehabilitation, and a positive future while reducing the likelihood of reoffending.

Juvenile Healing to Wellness Court
The Quinault Juvenile Wellness Program will target youth ages 12-18 years old, who may be referred by a service provider, school, parent, student him or herself, or the prosecutor. All participants must be a member of a federally recognized Tribe and fall within the jurisdiction of the Quinault Indian Nation Tribal Court. The goal is to avoid Court involvement at all, with early intervention and appropriate services based on the individual needs of the youth as indicated by utilizing best practice assessment tools.

Our non-adversarial, trauma-informed model builds connections among the child, parents/caregivers, school administrators, teachers, a judge, a mentor, and service providers.

By intervening early to address attendance and behavior issues, our team can help rebuild and strengthen a student’s academic, social, and emotional connections.
- A Focus on Prevention, Family Involvement and Empowerment
Our multidisciplinary team, including cultural mentors, social workers, legal staff, and behavioral health professionals connect families with available social and legal services and supports.

Continually rewarding improved attendance and academic performance keeps students motivated and builds self-esteem.

Family Healing to Wellness Court

The Quinault Family Wellness Court (QFWC) Mission is a joint effort to provide quality, valuable, and critical services to assist families with support, services, and treatment to provide a safe and stable home. The QFWC looks to improve the lives of children and families by addressing the needs of parents and caregivers by providing a coordinated effort that reflects Quinault culture and values thus strengthening the family unit. Working together, families will gain the tools to break the cycle of addiction and generational trauma.
The Quinault Family Wellness Court Program seeks to reduce substance abuse and other addictions within families at risk of separation. To accomplish this, intense judicial intervention and supervision is used.
The program will include but is not limited to:
•Assessing family needs through proven best practices;
•Utilizing the information obtained through the intake and assessment process to identify appropriate and individual needs of each and every family;
•Coordination between the court, treatment service providers, the community and the respective families will result in a case plan tailored specifically to the family being assisted;
•Providing active and continuous team supervision of the families progress in the various program components;
•Using incentives to recognize a families progress in the family treatment plan and utilizing sanctions when necessary and appropriate;
•Focusing on the overall functioning of the families throughout the Family Wellness Court program, in order to encourage positive decision-making, promoting a healthy lifestyle;
•Utilizing family and community support systems to encourage accountability and progress toward identified goals.

COSSUP PROJECT OVERVIEW
The COSSUP (Comprehensive Opioid, Stimulant, and Substance Use Program) is a federal grant awarded to the Quinault Tribal Court with $1M in funding to provide additional recovery services to community members through the already established Adult and Family Healing to Wellness Courts’.
Over the next three years, the funds will be used to develop a peer support program and establish joint jurisdiction wellness courts with Grays Harbor Superior Court.
Peer Support Specialists will be paid a monthly stipend to offer clients an alternative recovery approach that focuses on building a mutually respectful, uplifting relationship.
The COSSUP Project Director was hired in February 2024 and has promptly begun performing outreach to develop the Peer Support Program. She will also oversee all planning, documentation, and collaboration with different service providers.
