What permits do I need from QDNR for my project?

Title 61, Natural Resources Management, are the regulations that govern natural resources on the Quinault Indian Reservation.

Title 61 states that one must have an approved Quinault Hydraulic Project Approval (HPA) if you are to "conduct work within two hundred (200) feet of the ordinary high water mark of a stream, river, lake, tidal area, pond, wetland, or any other body of water"  Title 61.09.010.  

Title 61 also states that an approved Quinault Forest Practice Application (FPA) is needed when conducting a "Class II, III or IV forest practices" activity.

Per Title 61.05.010, there are four classes of forest practices. 

  • Class I Forest Practices: Forest practice activities that have been determined by regulation that may be commenced without notification or application.
  • Class II Forest Practices: Forest practices that have been determined by regulation to have potential to damage a natural resource may be conducted as Class II forest practices. Class II forest practices require an application and the Division will approve, condition, or disapprove the application within ten (10) business days.
  • Class III Forest Practices: Forest Practices not listed under Class I, Class II, or Class IV are Class III forest practices.
  • Class IV Forest Practices: Forest Practices determined by regulation to have a high risk to damage a natural resource are conducted as a Class IV forest practice. Forest practices conducted within or adjacent to the marine shoreline protection strips are Class IV forest practices.

The following other permits or licenses may be required:

  • Business License
  • Specialized Forest Products Permit
  • Road Use Agreement
  • Cutter Card
  • Vehicle Permit (placard)
